Based on Decision No. 36/2012/QĐ-UBND dated December 28, 2012, by the People’s Committee of Quang Binh Province regarding the issuance of regulations on the functions, tasks, powers, and organizational structure of the Phong Nha – Ke Bang National Park Management Board of Quang Binh Province, the Phong Nha – Ke Bang National Park Management Board has the following functions and tasks:
I. Position, Functions
The Phong Nha – Ke Bang National Park Management Board is a public unit directly under the provincial People’s Committee, tasked with advising and assisting the provincial People’s Committee in implementing the responsibilities of managing, protecting, and developing special-use forests; conserving and promoting the values of the natural heritage of the Phong Nha – Ke Bang World Natural Heritage Site, including ecological standards, biodiversity, genetic resources, historical and cultural relics, and landscapes; conducting scientific research; providing forest environmental services as prescribed by law.
The Phong Nha – Ke Bang National Park Management Board has legal status, with its own seal and bank account, headquartered in Son Trach commune, Bo Trach district, Quang Binh province.
II. Tasks, Powers
1. Organizing the management, protection, sustainable development, and exploitation of natural resources in Phong Nha – Ke Bang National Park in accordance with the law on forest protection and development, environmental protection, tourism, cultural heritage, regulations on the management of special-use forests, and other relevant laws.
2. Organizing the formulation of conservation and development plans for Phong Nha – Ke Bang National Park in the short, medium, and long terms for submission to competent state authorities for approval, taking responsibility for implementing the approved plans; publicly announcing the conservation and development plans of Phong Nha – Ke Bang National Park at the management board’s headquarters and disseminating widely in the local community. Preparing investment planning reports for the 10-year period, submitting them to the competent authority for approval as prescribed, and based on the approved investment planning, the National Park Management Board shall proceed to prepare investment projects for submission to the competent authority for approval and implementation according to regulations.
3. Formulating and submitting to competent state authorities for approval forest management, protection, and development plans, sustainable forest resource utilization projects, and implementing the approved plans. Building and implementing plans, measures to protect forest ecosystems; preventing and combating illegal deforestation; preventing and combating illegal hunting, trapping, forest fire prevention and fighting; preventing and controlling forest pests; forest protection lease, afforestation, forest care, and enrichment; forest restoration, improving the quality and aesthetic value of forests; forest leasing; forest protection regulations and must comply with the law. Inspecting, handling violations of forest laws as prescribed by law. Organizing patrols, crackdowns on organizations, individuals destroying forests, illegally exploiting, storing, trading, transporting forest products, illegally hunting forest animals within the area. Chairing, coordinating with relevant agencies and local authorities to develop plans, mobilize forces to fight forest fires; prevent, combat illegal deforestation; prevent, control forest pests; inspect, supervise production, business, and movement activities of the population and all means of transport in the managed area; detect, rectify, and handle violations according to the law.
4. Widely disseminating the natural, cultural-historical, and human values of the Phong Nha – Ke Bang World Natural Heritage Site; providing information, disseminating, and issuing technical guidance documents for organizations and individuals to legally raise forest animals; assisting the provincial People’s Committee in disseminating, popularizing, educating laws on forest protection and development, cultural heritage, environmental protection, tourism, and other relevant regulations to organizations, individuals under the management authority, local communities, and visitors to raise awareness and compliance with the law to protect the heritage.
5. Organizing scientific research activities, scientific research services according to programs, topics, projects approved by competent state agencies, reporting results to higher-level management agencies as prescribed; guiding, inspecting, supervising organizations, individuals with research, practical activities, implementing research topics; establishing scientific records, organizing information systems, managing records of Phong Nha – Ke Bang National Park as a basis for planning management, long-term conservation, exploitation measures, and creating favorable conditions for understanding the Phong Nha – Ke Bang World Natural Heritage Site.
6. Organizing forest environmental service business activities in accordance with the Government’s regulations on forest environmental service payment policies; research and application of scientific and technological values, biological diversity for organizations, individuals according to legal regulations.
7. Organizing rescue, conservation, and development of forest organisms. Receiving and rescuing indigenous species or species suitable for the natural habitat of Phong Nha – Ke Bang National Park or species allowed for scientific research in projects approved by competent state agencies; reintroducing rescued organisms into their natural habitat after rescue; raising rescued animals, wild animals for the purpose of reintroduction into the natural environment and serving scientific research; researching, maintaining original breeds, providing breeding sources for sustainable development according to current state regulations. Collecting specimens, genetic resources as prescribed; storing, conserving genetic resources of endangered, rare, threatened species. Researching, collecting data, information on biology and physiology of preserved species; providing biological genetic sources, veterinary services to organizations and individuals for sustainable breeding according to legal regulations.
8. Organizing tourism, service business activities
a) The Phong Nha – Ke Bang National Park Management Board organizes or cooperates, associates with other organizations, individuals to organize tourism business activities or allows organizations, households, individuals to lease, lease part of the forest and forest environment for eco-tourism business activities suitable to the planning of Phong Nha – Ke Bang National Park and according to legal regulations;
b) Complying with legal regulations on forest protection and development, environmental protection, tourism, cultural heritage, and regulations on the management of special-use forests.
9. Organizing measures to attract local communities in the buffer zone to participate in the management of special-use forests and implement buffer zone investment projects; coordinating with commune-level People’s Committees to establish and organize the implementation of buffer zone investment projects; participating in appraising economic-social development projects related to and directly affecting the Phong Nha – Ke Bang World Natural Heritage Site.
10. Organizing international cooperation activities within the scope, tasks, and powers assigned by law.
11. Managing finances, assets, and officials, public employees, and civil servants according to the decentralization of the provincial People’s Committee and according to legal regulations.
12. Performing other tasks assigned by the provincial People’s Committee and according to legal regulations.
