I. ORGANIZATION AND ADMINISTRATION DEPARTMENT

The Organization and Administration Department is a specialized department under the Management Board of Phong Nha – Ke Bang National Park, subject to the direct management and direction of the Management Board of Phong Nha – Ke Bang National Park.

3.1. Functions
The Organization and Administrative Department serves as an advisory body, assisting the Director of the Phong Nha – Ke Bang National Park Management Board in personnel organization, emulation, commendation, discipline, regulations, policies regarding civil servants, officials, and workers; accounting work, training of self-defense militia, and other administrative and managerial tasks.

3.2. Duties and Powers
Advising and assisting the Director of the Park Management Board:

– Regarding personnel organization:
+ Developing plans, regulations, and plans related to the organization and staffing of the Park Management Board.
+ Recruiting, contracting, planning, training, appointing, dismissing, transferring, seconding, promoting, changing professional titles, evaluating, arranging, and utilizing civil servants, officials, and employees according to legal regulations and management levels.
+ Implementing regulations on professional standards, job positions for civil servants, officials, and employees.
+ Monitoring, managing personnel records according to hierarchy and related records concerning personnel organization according to legal regulations.
+ Participating in the Recruitment Council for officials and other councils established by the Park Management Board.
+ Guiding, inspecting, correcting internal affairs, administrative reform in subordinate units.
+ Chairing, coordinating with subordinate units to implement comprehensive work, preparing reports related to personnel organization.

– Regarding archives and storage work:
+ Implementing archival work, storage according to legal regulations; managing and using the seal of the Park Management Board.
+ Establishing and organizing the implementation of regulations related to archival work, storage, document management of the Park Management Board and its subordinate units as regulated.
+ Establishing and maintaining records, documents; collecting, determining the value of documents; proposing competent agencies to adjust documents; storing, preserving, and using archived documents as prescribed.

– Regarding emulation, commendation, discipline work:
+ Developing plans, criteria, regulations, procedures related to emulation, commendation, discipline work, and guiding their implementation.
+ Monitoring, synthesizing, compiling various reports related to emulation, commendation, and discipline work of the Park Management Board as regulated.
+ Implementing regimes, policies for civil servants, officials, and workers according to legal regulations and management levels.

+ Implementing accounting work for construction funds, operational funds of the Office Block of the Park Management Board; advising on the management, use of other financial resources assigned by the Director of the Park Management Board according to legal regulations.

– Carrying out procurement, repair of assets, vehicles, working equipment of the Office Block and monitoring the management, use of assets, vehicles, working equipment assigned by the Director of the Park Management Board according to the regulations of the State.

– Implementing administrative reform, anti-corruption, waste prevention, state secrets work, internal political protection; labor safety, militia training, national defense, fire, explosion prevention, flood, storm prevention; reception, ceremony, service; managing canteens, collective quarters; security, order, protection of agency, caring for greenery, environmental sanitation of the premises of the Park Management Board.

– Monitoring, inspecting, appraising projects, plans, reports, and other relevant documents related to assigned functions, tasks, and powers.

– Performing other tasks assigned by the Director of the Park Management Board.

II. PHONG NHA - KE BANG TOURISM CENTER

The Phong Nha – Ke Bang Tourism Center is a self-funded public entity under the management of the Phong Nha – Ke Bang National Park Management Board (hereinafter referred to as the Park Management Board). It operates as a legal entity with its own seal and bank account, headquartered in Son Trach commune, Bo Trach district, Quang Binh province.

3.1. Function:

The Department of Science and International Cooperation serves the function of advising and assisting the Director of the Management Board of Phong Nha-Kẻ Bàng National Park in carrying out the following tasks:

Development and implementation of conservation plans and strategies to enhance the values ​​of the national park.
Management of tourism activities within the national park.
Investment in infrastructure development and implementation of forest environmental service payment policies within the national park as stipulated by law.

3.2. Responsibilities and Authority:

The department advises and assists the Director of the Management Board of the National Park in the following areas:

– Planning:
+ Leading and coordinating with relevant units to develop comprehensive and detailed plans for conservation and enhancement of the values ​​of Phong Nha-Kẻ Bàng World Natural Heritage according to the competent authorities’ approval.
+ Chairing and coordinating with relevant units to evaluate and appraise other plans, programs, and projects implemented within the national park and its buffer zone.
+ Advising on organizing the announcement and implementation of approved plans according to legal regulations.
+ Directing, inspecting, and supervising the implementation of the national park’s plans.
– Planning:
+ Leading and coordinating with relevant units to develop key tasks, short-term, medium-term, and long-term plans of the national park.
+ Leading and coordinating with relevant units to develop tourism development plans, forest environmental service payment policies, investment in infrastructure, and other plans as assigned by the Management Board of the national park.
+ Advising on directing, inspecting, and supervising the implementation of the national park’s plans.
– Tourism Management:
+ Leading and coordinating with relevant units to develop tourism plans for the national park for competent authority approval.
+ Leading and coordinating with relevant units to carry out promotion, advertising, and tourism marketing activities for the national park.
Managing and operating tourist routes, destinations, and tours within the national park as assigned by the provincial People’s Committee to the Management Board of the national park.
+ Monitoring, inspecting, and supervising tourism activities within the national park, periodically summarizing the tourism situation to report to the Director of the Management Board of the national park and competent authorities.
– Infrastructure Investment:
+ Organizing the implementation of infrastructure investment projects in the national park in accordance with the procedures and regulations stipulated by the state.
+ Leading and coordinating with relevant units to procure equipment to serve the national park’s activities in accordance with the procedures and regulations stipulated by the state.
– Forest Environmental Service Payment Policy Implementation:
+ Leading and coordinating with relevant units and individuals to supply forest environmental services and implement forest environmental service payment policies within the national park according to legal regulations.
+ Carrying out other tasks as assigned by the Director of the Management Board of the national park.

3.1. Functions
The Department of Science and International Cooperation has the function of advising and assisting the Director of the Phong Nha-Kẻ Bàng National Park Management Board in carrying out tasks related to scientific research, information technology, technology transfer, and international cooperation in the conservation of biodiversity, geology, topography, environment, hydrology, historical and cultural relics, and sustainable development of resources within the scope of activities of the Phong Nha-Kẻ Bàng National Park.

3.1. Responsibilities and Authorities

To advise and assist the Director of the National Park Management Board in:

– Scientific Research Activities:

+ Drafting annual scientific research plans; developing programs and plans for biodiversity, geology, topography, environment, hydrology, forest resource dynamics, historical relics, culture, and sustainable development of resources within the Phong Nha-Kẻ Bàng National Park for submission to authorized agencies for approval.
+ Leading and coordinating with relevant units to propose, establish, and submit research projects, programs, and projects for the conservation of values ​​of the National Park; organizing the implementation of scientific research projects, programs, and projects for the conservation of values ​​of the Phong Nha-Kẻ Bàng National Park under the management of the Management Board.
+ Summarizing scientific research results, preparing reports to be submitted to the management authorities as required by regulations; proposing management solutions, conservation, and promotion of values ​​of the National Park, buffer zones, and adjacent areas.
+ Advising on the establishment of scientific councils, initiatives of the Management Board; guiding conditions, standards for topics, initiatives, solutions to recognize exemplary individuals at all levels.
+ Leading and coordinating with organizations, related units to organize scientific conferences, seminars.

– Cooperation Activities:
+ Exchanging, cooperating with domestic and international organizations in science and technology, conservation of biodiversity, preservation of historical relics, culture, livelihoods in buffer zones, professional training, technology transfer.
+ Organizing the signing of domestic and international projects, topics under cooperation programs; receiving and participating in the management of international projects.
+ Advising on procedures and compiling reports on incoming and outgoing delegations; coordinating, guiding, inspecting, supervising, and managing the activities of filming crews, photographers, filmmakers, researchers, interns, and practitioners of organizations and individuals at the National Park.
– Information and Database:
+ Managing and operating the electronic information system of the National Park (Website), email box, and management software; installing application software, security, maintenance of information systems, the internet, computers; updating, storing, and managing databases on the National Park’s internal system.
+ Compiling, translating, storing scientific documents to serve the National Park’s work areas; building and managing databases of geographic information, biodiversity, geology, topography, historical relics, culture, etc., of the National Park.
– Leading, coordinating with relevant units to establish and manage a natural resource monitoring system; monitoring, evaluating the environmental impacts of tourism and production activities; monitoring, evaluating the status of historical and cultural relics in the National Park; proposing and implementing solutions for exploitation, conservation of landscapes, natural resources, historical and cultural relics, preservation categories, forestry, community development, technology transfer.
