3.1. Function:
– The center functions as an advisory body, assisting the Director of the National Park Management Board in organizing the exploitation and management of tourism activities and services at designated tourist routes and sites assigned by the Director.
– The center is subject to the management and direction of the National Park Management Board regarding organizational structure, personnel, and activities; it also undergoes supervision and guidance on professional and technical matters from state tourism management authorities.
3.2. Tasks and Authorities:
– Advisory and assistance to the Director of the National Park Management Board:
– Organize the exploitation and management of tourism activities and services at designated tourist routes and sites, including Phong Nha Cave, Tiên Sơn Cave, the Monument to the Heroes of the 20th Route Victory (Tám Cô Cave), Y Tý Cave, Mọoc Waterfall, Chày River – Tối Cave, and other designated tourist routes and sites as assigned by the Director.
– Conduct business activities in various types of tourism services, including guiding, touring, transportation, souvenir sales, accommodation, and other supplementary services as regulated by the law.
– Collect fees and entrance charges at designated tourist routes and sites under management and exploitation; manage and utilize revenues from tourism business activities and other sources as stipulated by the law; manage and utilize state-owned facilities and assets as per legal provisions.
– Develop and implement strategies, plans for promotion, advertising, and showcasing designated tourist routes, sites directly managed and exploited, as well as other outstanding values of the Phong Nha – Kẻ Bàng World Natural Heritage Site to attract visitors.
– Organize the management of tourism activities to ensure security, order, natural environmental safety, and social environment safety for visitors at designated tourist routes, sites, and inland waterway piers under management; coordinate with relevant local authorities in managing and operating tourist boat fleets and tourism activities as per legal regulations.
– Manage and utilize the assigned personnel structure, implement salary regimes, welfare policies, commendation, disciplinary measures, and other policy regimes for employees and laborers of the unit according to the Director of the National Park Management Board’s authority and legal provisions.
– Carry out other tasks assigned by the Director of the National Park Management Board and comply with legal regulations.
II. CENTER FOR RESCUE, CONSERVATION AND CREATURES DEVELOPMENT
- Center for Rescue, Conservation and Creature Development (hereinafter referred to as the Center) is an income generating governmental unit that self-insures a part of its regular expenses, under the Management Board of Phong Nha – Ke Bang National Park. The Center is directly under the National Park Management Board performing the function of organization, job positions, number of employees and work.
- The Center has legal status, has its own seal and an account at the State Treasury and the Bank to operate in accordance with the law. The Center’s headquarters is located in Phong Nha town, Bo Trach district, Quang Binh province. The Center operates as a public non-business unit, with an autonomous and self-responsible mechanism according to the provisions of Decree No. 60/2021/ND-CP dated June 21, 2021 of the Government stipulating the financial autonomy mechanism of public service units and current legal regulations.

1. On rescuing of wild animals and plants
a) Receive, care for and preserve wild animals and plants that are evidence and material evidence in the process of being temporary detained.
b) Receiving and rescuing wild animals and plants that are evidence of administrative violations and transferred according to the plan for handling assets with established public ownership; evidence of criminal cases which is transferred according to the decision on handling evidence.
c) Receiving and rescuing wild animals and plants which voluntarily submitted to the State by organizations and individuals.
d) Organize the nurturing, care and rehabilitation of wild animals that have been rescued.
đ) Releasing wild animals and plants back into the natural environment according to the law for rescued wild animals and plants which meet the conditions for release back into the natural environment.
e) Transferring wild animals that are not qualified for release back into the natural environment and are not capable of being raised and preserved to zoos, scientific research and training facilities, environmental education facilities; specialized museums and other wildlife rescue facilities.
f) Destroy wild animals and plants according to the law for individuals that die or are infected with disease during the rescue process.
2. On conservation and development of wild animals and plants
a) Breeding for species conservation for wild animals that do not meet the conditions for release back into the natural environment.
b) Breeding and raising wild animals according to the provisions of law to serve the conservation of species and develop livelihoods for local people.
c) Afforestation and scattered trees planting to develop forests, conserve forest plants, protect the environment, create landscapes and provide additional food sources for rescued wild animals.
d) Investigate, collect fruits, branches, forestry varieties and organize seedling production for afforestation and scattered tree planting.
đ) Collect and transplant some individuals of forest animals and forest plants with high conservation value for ex-situ conservation in Phong Nha – Ke Bang National Park.
e) Collect, receive, store and preserve specimens of forest animals and plants and geological specimens.
f) Exchange species and genetic resources of forest animals and plants with zoos, botanical gardens; scientific research, training, environmental education facilities, specialized museums and other wildlife rescue facilities in accordance with the provisions of law.
g) Develop and maintain seed forests, seed gardens, mother trees and leader trees for some forest plant species with high conservation, landscape, and economic values.
3. On environmental education
a) Carry out propaganda activities to raise awareness of biodiversity conservation, forest protection and environmental protection for local people and communes in the buffer zone of Phong Nha – Ke Bang National Park.
b) Organize tours and environmental interpretation activities for students at biodiversity conservation facilities and tourist sites that managed and exploited by the Center.
c) Develop and provide environmental education publications to serve the propaganda and mobilization of people and tourists to respond to and participate in environmental protection, forest protection and biodiversity conservation activities.
4. On ecotourism
a) Organize and manage tourism activities at eco-tourism and environmental interpretation sites of Botanical Gardens and other tourist sites assigned by competent authorities.
b) Joint ventures and associations with units, organizations and individuals to conduct tourism business at tourist sites managed by the Center in accordance with the provisions of law and competent authorities.
c) Business in tourism services including: tourist accommodation; food and beverage services; entertainment services; environmental interpretation services and other related services to serve tourists at tourist sites that managed and exploited by the Center.
5. Organize scientific research activities and international cooperation in the field of wild animal and plant rescue and biodiversity conservation.
6. Mobilize, receive and use aid from domestic and foreign non-governmental organizations to rescue wild animals and plants, conserve biodiversity and provide environmental education in accordance with the law.
7. Coordinate with relevant departments and units to participate in managing and supervising investment activities in environmental protection and biodiversity conservation in the buffer zone of Phong Nha – Ke Bang National Park.
8. Manage the organizational structure, staffing, staff ranks, job positions, contract labor; train and foster staff and implement policies and regimes for staff and employees within the scope of management according to decentralization and regulations of law.
9. Organize the management and operation of the Botanical Garden, the Nui Doi Semi-Wild Animal Breeding Area, the Wildlife Rescue Area and other conservation facilities assigned by the Phong Nha – Ke Bang National Park Management Board.
10. Trading in forestry and ornamental tree varieties; afforestation services, scattered tree planting, souvenir tree planting; production and supply of forest animal breeds and tree seedlings according to the provisions of law.
11. Perform other tasks and powers as prescribed by law and assigned by the Director of Phong Nha – Ke Bang National Park Management Board.

The Forest Inspection Sub-department of Phong Nha – Ke Bang National Park is under the management of the Phong Nha – Ke Bang National Park Management Board. 3.1 Functions:
– The Forest Inspection Sub-department has the function of advising and assisting the Director of the Phong Nha – Ke Bang National Park Management Board in carrying out tasks related to forest protection, ensuring compliance with and enforcement of laws on forest protection and development within the forest management scope under the management of the Phong Nha – Ke Bang National Park Management Board in accordance with legal regulations.
– The Forest Inspection Sub-department is under the direct and comprehensive management and direction of the Phong Nha – Ke Bang National Park Management Board; at the same time, it is under the management regarding professional tasks, equipment, and facilities of the provincial Forest Inspection Department.
3.2 Duties and Powers:
– Organize forest resource protection, prevent deforestation, fire prevention and fighting, and pest control within the forest management area of the Phong Nha – Ke Bang National Park.
– Inspect and handle violations of laws on forest protection and development according to legal regulations.
– Lead and coordinate with local authorities and functional agencies in disseminating and educating laws and mobilizing people to participate in forest protection activities; inspect and supervise production, business, and movement activities of residents and all vehicles within the managed area; detect, rectify, and handle violations according to legal regulations.
– Organize, direct, and manage Forest Inspection Stations of the Phong Nha – Ke Bang National Park.
– Conduct patrols and raids on organizations and individuals engaged in illegal deforestation, encroachment on forests, illegal logging, storage, trading, and transportation of forest products, and illegal hunting of forest animals within the managed area. In necessary cases, coordinate with Forest Inspection Sub-departments of relevant districts, local authorities of buffer zone communes, and other relevant agencies to advise the district People’s Committee to mobilize armed forces, forces, and other means of organizations and individuals within the area to fight forest fires and prevent illegal deforestation.
– Manage organizational structure, funding, equipment, technical infrastructure, implement salary regime, and regimes, policies of rewards, commendations, and discipline for civil servants, officials, and employees of the unit according to the decentralization of the Director of the Phong Nha – Ke Bang National Park Management Board and legal regulations.
– Develop management plans, protection, and development of forests for consideration and approval and implementation of approved plans.
– Develop and implement forest protection regulations, plans, measures to protect forest ecosystems; prevent deforestation, fire prevention and fighting; prevent, control illegal hunting, trapping, and poaching of forest animals; prevent, control forest pests; forest protection agreements, afforestation, forest care and enrichment, forest restoration, and improvement of the quality and aesthetic value of forests.
– Comply with reporting and statistical regimes according to legal regulations; follow the direction, management, and implementation of other tasks assigned by the Phong Nha – Ke Bang National Park Management Board.
