FOREST PROTECTION AND WORLD HERITAGE CENTER

 

1. Position and functions

- The Forest Protection and World Heritage Center (hereinafter referred to as the Center) is a public service entity under the Phong Nha - Ke Bang National Park Management Board. It operates under the direct management and leadership of the Board. The Center functions as an advisory body to the Director of the Management Board in specialized tasks regarding the protection of forests and the Phong Nha - Ke Bang World Natural Heritage site.

The Center maintains its own legal status, official seal, and accounts at the State Treasury and commercial banks in accordance with the law. Its headquarters is located in Phong Nha commune, Quang Tri province. The Center operates under a financial autonomy mechanism approved by competent authorities, pursuant to Decree No. 60/2021/ND-CP (amended and supplemented by Decree No. 111/2025/ND-CP) and other prevailing legal regulations.

* Subordinate Departments, Teams, and Forest Protection Stations:

- Administrative – Technical Department

- Mobile Forest Protection Team

- 12 Forest Protection Stations: U Bo, Km 40, Km 37, Thuong Trach, No.6, Tro Mong, Khe Gat, Cha Noi, Thuong Hoa, Hoa Son, Dan Hoa and Con Roang.

3. Duties and powers

- Perform duties and exercise powers as stipulated in Article 14 of Decree No. 01/2019/ND-CP dated January 1, 2019, regarding Forest Protection and specialized forest protection forces (as amended and supplemented by Decree No. 159/2024/ND-CP dated December 18, 2024), and other prevailing legal regulations.

- Develop sustainable forest management, protection, and development plans for submission to competent authorities for appraisal and approval; and strictly organize the implementation of such approved plans.

- Coordinate with local authorities, functional agencies, and relevant organizations in forest protection, forest fire prevention and fighting (FFPF), and the prevention of forest violations. Collaborate in scientific research, international cooperation, and the supervision of eco-tourism activities within the National Park's boundaries, along with other related tasks.

- Manage organizational structure, staffing levels, professional title structures, job positions, and contractual labor; organize training and professional development for officials; and implement policies and benefits for staff and laborers under its jurisdiction as delegated by law.

- Perform other duties and powers as assigned in accordance with legal regulations and as assigned by the Director of Management Board of the Phong Nha - Ke Bang National Park.
