1. Position and functions
- As a public service entity of the Management Board of Phong Nha - Ke Bang National Park, the Center for rescue, conservation and creatures development (the Center) functions under the Board's direct management and leadership. The Center serves as a key advisory body to Director of the Management Board on the rescue, conservation, and development of wild flora and fauna, as well as environmental education and eco-tourism.
- The Center maintains its own legal status, official seal, and accounts at the State Treasury and commercial banks in accordance with the law. Its headquarters is located in Phong Nha commune, Quang Trị province. The Center maintains financial autonomy as approved by competent authorities, in accordance with Decree No. 60/2021/ND-CP (as amended by Decree No. 111/2025/ND-CP) and other prevailing legal frameworks.

3. Duties and powers
1. Rescue of wild flora and fauna
a) Receive, care for, and preserve wild flora and fauna serving as exhibits or evidence during temporary detention (excluding carcasses, body parts, specimens, or derivatives)
b) Receive and rescue forest wildlife seized as administrative exhibits under public ownership establishment plans, or as criminal evidence transferred via judicial disposal decisions.
c) Receive and rescue wild flora and fauna voluntarily surrendered to the State by organizations or individuals.
d) Provide professional care and rehabilitation, focusing on restoring wild instincts for animals undergoing the rescue process.
đ) Release and replant rescued individuals into their natural habitats, provided they meet all legal and biological requirements for reintegration.
e) Transfer forest wildlife to zoos, scientific research and training institutions, environmental education centers, specialized museums, or other wildlife rescue facilities if they are unfit for release back into the wild or long-term conservation rearing.
f) Safely dispose of forest flora and fauna that die or succumb to disease during the rescue process, in strict accordance with legal regulations.
2. Conservation and development of wild flora and fauna
a) Maintain long-term conservation for individual animals that are unfit for release back into their natural habitat.
b) Implement breeding and rearing programs for forest wildlife in accordance with legal regulations to support species conservation and local livelihood development.
c) Survey and collect propagation materials (fruits, seeds, cuttings, tissues); organize seedling production and supply for forestry and medicinal plants to serve reforestation, scattered planting, livelihood models, biodiversity conservation, environmental protection, landscaping, and fodder sources for rescued wildlife.
d) Collect and relocate high-value species for ex-situ conservation within Phong Nha - Ke Bang National Park.
đ) Collect, receive, and preserve biological specimens of forest wildlife and geological samples.
e) Exchange species and genetic resources with botanical gardens, zoos, research and training institutions, environmental education centers, specialized museums, and other wildlife rescue facilities as regulated by law.
f) Establish and maintain seed forests, seed orchards, plus trees, and elite trees for forest species with high conservation, landscape, or economic value.
3. Environmental education
a) Conduct communication activities to raise awareness of biodiversity conservation, forest protection, and environmental stewardship among local communities and residents in the buffer zones of Phong Nha - Ke Bang National Park.
b) Organize guided tours and environmental interpretation activities for pupils and students at biodiversity conservation sites and tourist attractions managed by the Center.
c) Develop and distribute environmental publications to encourage locals and visitors to participate in forest protection and biodiversity conservation efforts.
4. Eco-tourism
a) Manage and operate tourism activities at the Botanic Garden and other authorized eco-tourism and environmental interpretation sites.
b) Establish joint ventures and partnerships with organizations and individuals to promote tourism business at the Center's managed sites, in compliance with legal and regulatory frameworks.
c) Provide comprehensive tourism services, including accommodation and retreats, dining, entertainment, environmental interpretation, and other related hospitality services for visitors.
5. Conduct scientific research and promote international collaboration regarding forest wildlife rescue and biodiversity conservation.
6. Mobilize, receive, and utilize domestic and foreign non-governmental aid for wildlife rescue, biodiversity conservation, and environmental education, in accordance with legal regulations.
7. Coordinate with relevant departments and units to manage and monitor investment activities in environmental protection and biodiversity conservation within the buffer zone of Phong Nha - Ke Bang National Park.
8. Manage the organizational structure, staffing levels, professional titles, job positions, and contractual labor; organize professional training and implement welfare policies for officials and employees under the Center's jurisdiction as delegated by law.
9. Manage and operate the Botanic Garden, the Nui Doi Semi-wild Enclosure, the Wildlife Rescue Center and other conservation facilities as assigned by the Management Board of Phong Nha - Ke Bang National Park.
10. Provide specialized services, including: Forestry seeds, ornamental plants, and medicinal herbs; Reforestation, scattered planting, and commemorative tree-planting services; Production and supply of forest wildlife breeding stock and seedlings in compliance with the law.
11. Perform other duties and powers as assigned in accordance with legal regulations and as assigned by the Director of Management Board of the Phong Nha - Ke Bang National Park.
