PHONG NHA – KE BANG TOURISM CENTER

 

1. Position and functions

1. The Phong Nha – Ke Bang Tourism Center (hereinafter referred to as the Center) is a public service unit under the Phong Nha – Ke Bang National Park Management Board. It operates under the direct management, leadership, and instruction of the Park Management Board, while simultaneously being subject to the inspection and professional guidance of the state management agency in charge of tourism. The Center functions as an advisor to the Director of the Park Management Board in organizing the management and exploitation of tourism products and services as assigned by the Director.

2. The Center holds legal entity status, possesses its own official seal, and maintains separate accounts at the State Treasury and commercial banks in accordance with legal regulations. The Center’s headquarters is located in Phong Nha Commune, Quang Tri Province. The Center operates under a financial autonomy mechanism approved by competent authorities, as stipulated in the Government's Decree No. 60/2021/ND-CP dated June 21, 2021, regarding the financial autonomy mechanism for public service entities (amended and supplemented by Decree No. 111/2025/ND-CP dated May 22, 2025), and other prevailing legal provisions.

3.  Duties and powers

1. To organize the management and exploitation of tourism products, including: Phong Nha Cave, Tien Son Cave, the Road 20 Quyet Thang Heroes and Martyrs Memorial Temple, Nurse Cave (Hang Y Ta), Tien Su Coc Tu Temple, Mooc Spring, Chay River – Dark Cave; the "Phong Nha Cave – Exploring the mysterious depth" tour; the connection between Phong Nha Cave – Chay River – Dark Cave; and other tourism products as assigned by the Director of the Phong Nha – Ke Bang National Park Management Board.

2. To organize the business of tourism services, including: Travel and tour operations, transportation, accommodation, catering, entertainment and recreation, information, tour guiding, interpretation, and other services in accordance with the law to meet the needs of tourists.

3. To organize ticket sales and collect entrance and service fees at the tourism sites under its assigned management and exploitation; to manage and utilize revenues from tourism business, tourism services, and other sources in accordance with the law; to manage and utilize facilities and assets in compliance with legal regulations.

4.  To organize or collaborate in organizing tourism activities and services within the Phong Nha – Ke Bang National Park World Heritage Site; to assess the impacts of tourism activities and propose mitigation measures to prevent the degradation of the Outstanding Universal Value (OUV) of the World Heritage site (if any).

5.  To establish partnerships and cooperate with domestic and international tourism businesses to develop and connect the assigned tourism products within Phong Nha – Ke Bang National Park with other tourism products inside and outside the province, upon obtaining the in-principle approval from the National Park Management Board, in order to enhance business efficiency.

6. To develop and organize the implementation of plans for the promotion and marketing of tourism products under its direct management and exploitation, as well as other outstanding values of the Phong Nha – Ke Bang National Park World Heritage Site, to attract visitors.

7. To organize activities to ensure security and order, the natural and social environment, fire prevention and control, food safety and hygiene, and the safety of life and health for visitors at the assigned tourism sites and inland waterway wharves; to coordinate with relevant local authorities to manage tourist boat services and Phong Nha tourism photography services.

8. To manage the organizational apparatus, personnel quotas, professional title structures of public employees, job positions, and contract laborers; to provide training and professional development for public employees and implement regimes and policies for public employees and laborers within its management scope, in accordance with decentralization and legal regulations.

9. To perform other duties and powers as stipulated by law and other tasks assigned by the Director of the Phong Nha – Ke Bang National Park Management Board.
