1. Position and Functions
1. The Planning and Finance Division is a specialized unit under the Management Board of Phong Nha - Ke Bang National Park. It operates under the direct management and guidance of the Management Board of Phong Nha - Ke Bang National Park (hereinafter referred to as the Park Management Board).
2. The Planning and Finance Division functions as an advisory body to assist the Director of the Park Management Board in executing duties across the following areas: implementing the plans and master plans of the Park Management Board in compliance with the law; monitoring, managing, and developing tourism and service activities within the National Park; investing in infrastructure construction; and implementing policies on payment for forest environmental services and forest environment leasing within Phong Nha - Ke Bang National Park (hereinafter referred to as the National Park) as prescribed by law, alongside managing tourism entrance fees and other public service revenues.

3. Duties and Powers
To advise and assist the Director of the Park Management Board in the following areas:
1. Master planning
a) Lead and cooperate with relevant units to propose and implement master plans and detailed plans aimed at conserving and promoting the values of the World Natural Heritage Phong Nha - Ke Bang National Park.
b) Lead and cooperate with relevant units to provide professional opinions on other master plans, programs, and projects conducted within the core and buffer zones of the National Park upon request from competent authorities.
c) Inspect and supervise activities within the National Park to ensure alignment with approved master plans.
2. Planning
a) Lead and cooperate with relevant units to formulate core programs, key tasks, and short-, medium-, and long-term plans for the National Park.
b) Lead and cooperate with relevant units to develop tourism development plans, policies for payment for forest environmental services, forest carbon credit market initiatives, infrastructure investment plans, and other plans assigned by the Park Management Board.
c) Inspect and monitor the execution of National Park plans; cooperate with relevant authorities and sectors to supervise socio-economic activities within the World Heritage area.
d) Formulate and implement investment programs, plans, and projects for the preservation, restoration, and rehabilitation of the special national monument and the World Natural Heritage site. Participate in research to propose processes, regulations, preservation, restoration, and promotion methods for the World Natural Heritage site's values.
e) Formulate and submit to competent state management agencies for approval plans, programs, and investment projects focused on restoring natural ecosystems within the National Park in compliance with the law.
3. Tourism management
a) Formulate the Project on Eco-tourism, Leisure, and Recreation in the National Park for submission to competent authorities for approval. Lead and cooperate with relevant units to implement this approved project.
b) Lead and cooperate with relevant units to advise on organizing communication, promotion, exhibitions, and introductions regarding the World Natural Heritage Phong Nha - Ke Bang National Park.
c) Organize the management and operation of tourism routes, spots, and tours within the National Park that are directly assigned to the Park Management Board by the Provincial People's Committee for exploitation.
d) Monitor, inspect, and supervise tourism activities within the National Park; periodically synthesize tourism updates to report to the Director of the Park Management Board and competent authorities.
e) Conduct surveys to develop and diversify tourism products within the National Park.
f) Monitor, reconcile, and synthesize revenues generated from forest environmental services and tourism entrance fees.
g) Organize and deploy tourism activities within the National Park through joint ventures, partnerships, and forest environment leasing arranged by the National Park Management Board.
4. Infrastructure Development Investment
a) Organize the execution of infrastructure investment projects within the National Park following correct sequences and procedures, ensuring progress and quality as prescribed by state regulations.
b) Lead and cooperate with relevant units to advise on the procurement of equipment for National Park operations in accordance with proper procedures, technical requirements, and quality standards (excluding procurement funded by regular operating expenses).
c) Organize the implementation of investment plans, programs, and projects for natural ecosystem restoration within the National Park in compliance with the law.
5. Forest Environmental Services Policy Implementation
a) Lead and cooperate with relevant entities and individuals to supply forest environmental services and implement payment policies for these services. Organize, partner, or lease forest environments to organizations and individuals for eco-tourism, leisure, and recreation businesses within the National Park in strict compliance with regulations.
b) Monitor and manage other public service revenues of the Park Management Board.
c) Organize inspections and assessments of the current status of the forest environment and natural resources as prescribed by law.
6. Lead the synthesis and reporting of all assigned sectors. Cooperate with other departments and units to perform joint tasks at the Head Office of the Park Management Board.
7. Execute other tasks assigned by the Director of the Park Management Board and in compliance with the law.
