1. Position and Functions

1. The Organization and Administration Division is a specialized unit under the Management Board of Phong Nha - Ke Bang National Park. It operates under the direct management and guidance of the Management Board of Phong Nha - Ke Bang National Park (hereinafter referred to as the Park Management Board).

2. The Organization and Administration Division functions as an advisory body to assist the Director of the Park Management Board in organizational and personnel affairs, emulation and commendation, discipline, policies and benefits for officials and employees; as well as accounting, self-defense, national defense, security, and other administrative and management duties.

3. Duties and powers

To advise and assist the Director of the Park Management Board in the following areas:

1. Organizational and Personnel

a) Formulate proposals, regulations, and plans regarding organizational structure, job positions, and staffing quotas of the National Park Management Board.

b) Manage recruitment, labor contracts, planning, appointment, reappointment, dismissal, transfer, secondment, promotion, and professional title changes. Evaluate, assign, and utilize officials and employees in compliance with laws and decentralized management regulations.

c) Monitor and manage personnel profiles of officials and employees, along with relevant organizational documents as prescribed by law.

d) Guide, inspect, and rectify internal affairs and administrative reforms across all subordinate units of the Park Management Board.

e) Lead and cooperate with subordinate units to synthesize data and draft reports on organizational and personnel affairs.

2. Evaluation, classification, emulation, commendation and discipline

a) Formulate plans, criteria, regulations, and procedures for evaluation, classification, emulation, commendation, and discipline; provide guidance for implementation.

b) Implement evaluation, classification, emulation, commendation, and discipline processes in compliance with laws and decentralized management regulations. Monitor, synthesize, and draft relevant reports for the Park Management Board as required.

3. Clerical and archival

a) Perform clerical and archival tasks in accordance with legal regulations; manage and utilize the official seals of the Park Management Board.

b) Formulate and enforce regulations on clerical work, archiving, and document management for the Park Management Board and its subordinate units.

c) Establish, digitize, and archive profiles and documents. Collect and appraise records; propose document processing to competent authorities; store, preserve, and utilize archival materials in compliance with regulations.

4. Implement regimes, policies, and benefits for officials and employees in accordance with legal regulations and decentralized management authorities

5. Formulate and implement training and professional development plans to enhance the capacity of officials and employees under its management.

6. Perform accounting duties for public service operating funds of the Park Management Board's Head Office. Advise on managing and utilizing other assigned funding sources in compliance with the law. Cooperate with the Planning and Finance Department to consult on the financial finalization of subordinate units.

7. Synthesize and report on the financial and public asset management status of the Head Office and subordinate units upon request. Monitor the usage of assets, vehicles, and office equipment. Handle the procurement and maintenance of office assets, vehicles, and equipment using regular operating expenses.

8. Implement administrative reforms, anti-corruption, waste prevention, state secret protection, and internal political security. Support the Party Committee's building tasks, legal dissemination, and mass mobilization affairs. Monitor specialized software, including the document management and executive system, public servant profiles, and the emulation-commendation system. Manage schedules and duty rosters for the Park Management Board leaders. Handle reception, protocol, and hospitality services. Manage the cafeteria and collective housing area. Maintain security, order, agency protection, landscaping, and environmental sanitation within the headquarters.

9. Lead and cooprate with other divisions and units to advise on implementing fire prevention, firefighting, natural disaster prevention, self-defense forces, national defense, and security tasks.

10. Monitor, inspect, and appraise schemes, plans, reports, and documents related to assigned functions and duties. Lead the synthesis and reporting of assigned fields. Monitor the implementation of the management regulations for the World Natural Heritage site.

11. Execute other tasks assigned by the Director of the National Park Management Board and in compliance with the law.
