1. Position and Functions
1. The Science and International Cooperation Division is a specialized unit under the Management Board of Phong Nha - Ke Bang National Park. It operates under the direct management and guidance of the Management Board of Phong Nha - Ke Bang National Park (hereinafter referred to as the Park Management Board).
2. The Science and International Cooperation Division functions as an advisory body to assist the Director of the Park Management Board in managing scientific research activities in the fields of biodiversity, forest resource dynamics, geology, geomorphology, environment, climate, hydrology, and historical, cultural, and tourism monuments. It is responsible for managing genetic resource access, specimen collection, and preservation; promoting science and technology development, innovation, digital transformation, sustainable resource development, and technology transfer; and coordinating domestic and international cooperation activities within the scope of operation of the Park Management Board.

3. Duties and Powers
To advise and assist the Director of the Park Management Board in the following areas:
1. Scientific Research
a) Formulate annual scientific research plans; develop and implement research programs and plans on biodiversity, geology, geomorphology, environment, climate, hydrology, historical and cultural monuments, forest resource dynamics, and sustainable resource development of the National Park for submission to competent authorities for approval.
b) Formulate proposals, draft, and submit for approval scientific research topics, programs, and projects aimed at conserving the values of the National Park. Organize or cooperate in implementing scientific research topics, conservation programs, and projects led or invested in by the Park Management Board. Monitor genetic resource access and specimen collection; organize the collection, preservation, and storage of specimens for research and conservation purposes.
c) Propose management, conservation, and promotion solutions for the values of the World Natural Heritage site, its buffer zone, and transition zone.
d) Establish the Scientific Council and the Council for recognizing the scope of influence and application effectiveness of grassroots-level initiatives and research topics within the Park Management Board; provide guidance on implementing initiatives and technological solutions.
e) Organize domestic and international scientific conferences and workshops.
2. Domestic and International Cooperation
a) Conduct technical exchanges with domestic and international organizations on science and technology, biodiversity conservation, buffer zone livelihoods, professional training, and technology transfer. Coordinate, guide, inspect, monitor, and manage filmmaking, photography, recording, research, internship, and practical activities of organizations and individuals within the National Park.
b) Propose and prepare contents and procedures for signing cooperation agreements with domestic and international partners. Advise and coordinate the implementation of domestic and international projects and research topics under signed cooperation programs or other project frameworks. Provide advice on procedures for receiving non-governmental aid (NGO grants).
c) Handle procedures for outbound and inbound delegations; monitor and report on all outbound and inbound delegations of the Park Management Board or those related to the National Park.
3. Information and Database Management
a) Implement activities related to science and technology development, innovation, and digital transformation. Lead the management of official public emails and document management and executive software. Collaborate in managing, administering, and operating the official Website of the National Park. Provide support and guidance on information technology applications. Cooperate in updating, storing, and managing databases on the National Park's internal electronic information system.
b) Synthesize, compile, translate, and archive scientific materials to serve the National Park's operational fields.
c) Establish, manage, and operate the National Park's digital data warehouse.
d) Monitor, collect information and data, build databases, and compile status reports on the National Park's biodiversity in accordance with regulations.
4. Lead and cooperate with relevant units to advise and assist the Park Management Board in building, monitoring, and managing the natural resource monitoring system. Inspect, monitor, and assess environmental and resource impacts caused by tourism and production activities. Cooperate in monitoring, supervising, and evaluating the condition of historical and cultural monuments within the National Park. Propose and execute solutions for environmental protection, landscape conservation, natural resource preservation, monument protection, and technology transfer.
5. Formulate periodic biodiversity monitoring programs within the National Park. Propose the application of science and technology in protecting, preserving, restoring, and renovating the values of the Special National Monument. Conserve geological, geomorphological, aesthetic, natural landscape, and biodiversity values to maintain the integrity of the World Natural Heritage site. Participate in research to propose processes and regulations for preserving, restoring, and rehabilitating the Special National Monument, as well as conserving and promoting World Heritage values.
6. Propose and implement initiatives to attain international titles and designations for the National Park.
7. Organize periodic monitoring of the conservation status of the World Heritage site in compliance with regulations. Draft periodic reports on the implementation of the 1972 Convention and the conservation status of the World Heritage site. Prepare annual and extraordinary reports regarding the protection and management of the World Heritage site. Produce state of conservation reports as requested by the World Heritage Committee, alongside explanatory reports implementing UNESCO recommendations. Report to the Provincial People's Committee to direct the implementation of UNESCO recommendations regarding the National Park World Natural Heritage site.
8. Lead the synthesis and reporting on the execution of all tasks within assigned fields. Cooperate with other departments and units to perform joint tasks at the Head Office of the Park Management Board.
9. Execute other tasks assigned by the Director of the Park Management Board and in compliance with the law.
